Digital Foundry voices have called a locked 60fps target a stretch, pointing to dense NPC behavior, fast travel streaming, and open-world simulation that already looks expensive on current hardware. Frame rate is not only a GPU story when thousands of agents and streaming requests compete for time.

The PS5 Pro is not an automatic fix either. Its gains are stronger around ray tracing and upscaling than raw CPU headroom — the bottleneck that matters most for this kind of living city-state.

What "performance mode" usually means — and what it might mean here

In many console releases, a performance mode trades resolution, shadows, or effects for a higher frame target. In a Rockstar open world, the expensive parts may be simulation and streaming that cannot be halved as easily as a reflection quality slider.
