A smart region order

Follow story gravity first. If Act I keeps you in the Keys and coastal approaches, fully peel that onion before forcing downtown 100% completion.

When the campaign opens Vice City hard, switch your exploration HQ and clear nearby neighborhoods in rings: beach, inland residential, port edge, then outbound highways.

Port Gellhorn and Ambrosia reward dedicated days. Treat them as trip destinations with a fueled vehicle and a wanted-level plan, not five-minute detours.

Mount Kalaga is a park expedition. Bring the right vehicle and expect long sightlines and fewer quick shops.

Map habits that reveal more

Open the pause map before every free-roam session and pick a theme: viewpoints, side activities, stranger pins, or business visits.
